The Commonwealth of Pennsylvania, Bureau of Workers Compensation of the Department of Labor and Industry (Petitioner) is before this Court in its capacity as conservator and maintainer of the Workmens Compensation Supersedeas Fund (Fund) under Section 443 of The Pennsylvania Workmens Compensation Act (Act), Act of June 2, 1915, P.L. 736, as amended, 77 P.S. ? 999, seeking review of an order of the Workmens Compensation Appeal Board (Board).
